Hi skahlam,
There is a way to add those permissions to a user. Go to Settings -> Remote Settings -> Filter User Access. In this menu you can select the user you want to give this type of permission to. Towards the lower right you will see two checkboxes. One of them is labeled "Put Servers into immediate maintenance mode". If the user has this option selected for them they will be able to put a server into immediate maintenance.
