When an administrator leaves, his or her tasks are picked up by someone else, or spread between several other administrators. Is there a way to find all monitors that have a specific action included?

You can run a Configuration Audit report that will give you the information that you are looking for. this report is designed to give you a lot of information including the actions for each monitor.
