I have created a monitor for the VM Processor - % Processor time. The servers I'm running it on have 4 CPUS. The value can exceed 100 it can go to above 400 due to host overhead. The graph displayed on in the console only goes to 100 and when I attempt to run a report 100 is the highest value returned. Are values over 100 being dropped?

No, 100 is the highest value in the report.

When the CPU usage is over 100%, does perfmon.msc show the value over the 100% or does it stop at 100%?

Perfmon shows values well over 100. It can go over 400 for a 4 CPU server as they also include host overhead. The graph chart only goes to 100 but you can see that the higher values in the "Last" display or if you highlight a point on the graph that stops at 100 but is over 100.

I'm playing with the alert and it seems if I set the value I'm checking for over 99 we get no alerts even though I've told it to alert on changes and I know it goes over 100. Still can't generate an Adhoc report, all filters and parameters are filled in.
