How can a monitor become 'locked'?

I have been getting this email from Server Monitor since 5/5, but only for 1 server. What does this mean?

Monitor Event Log Monitor on XXXXXX has been running for over 3h 0m. It might be locked. (MID 2793, TID:01304)
