email smtp CMS down alert

I logged into PA today and noticed there was ~an issue with sending emails~ I dont recall the specific error. I had to re auth via oauth to resolve.

I setup a pager duty account, how can I setup an alert for when the CMS is having emailing out issues ?

Also is there a way to see history of all alerts looks like it's been down 5 days.
